BSI发布临时工程规程

BSI发布了PAS 8811 临时工程——大型基础设施客户程序——规程》,该规程对临时工程的主要客户程序,以及施工期间永久工程的临时条件提出建议。该规程还规定了大型基础设施客户的流程、角色、职责以及实力,并给出实例形式文件。

PAS 8811标准项目由英国高铁二号线(HS2)有限公司和临时工程论坛(TWF)共同倡议实施,它明晰了主要基础设施客户在临时工程中的职责,也为英国主要基础设施客户推荐了一套行之有效的常见施工程序。BSI与行业内众多建筑公司通力合作,以确定哪些领域可受益于标准化。

临时工程的过程控制内容包括在BS 5975:2008+A1:2011的第二节中,并广泛地应用于整个行业中。虽然该标准仅仅为建筑承包商的临时工程提供了程序,但并未给客户方提供明晰的指导。因此,客户组织往往选择制定符合自身需求的临时工程要求和规范,由此产生的多种方式给施工规则的批准和推广使用带来困惑和困难,不利于项目顺利实施节约管理成本。

BSI建筑环境部负责人安特.伯德(Ant Burd)说:“PASS 881的目标是三个:第一,建立一个让客户参与所有阶段临时工作的统一方法;第二,消除不必要的程序和冲突,实现过程明晰化;第三,加快标准审核、实施以及其它必要程序的实施步伐。”

PAS 8811是在广泛听取各方专家意见的基础上达成协商一致的,这些专家来自以下组织:诸如AECOM集团、保富集团、英国卡利莲建筑集团、美国西图集团、英国科斯塔因(COSTAIN)公司、伦敦横贯铁路公司、坤师诸华实业有限公司、英国健康安全部、高铁二号线(HS2)有限公司,英国路政局、英国土木工程师协会、英国奇尔集团、伦敦地铁集团、摩根.辛达尔集团、茂特(莫特麦克唐纳)公司、英国国家电力供应公司、英国国营铁路公司、瑞典斯堪斯卡建筑集团英国分公司和香江企业集团。

PAS 8811标准补充并旨在与BS 5975 临时工程施工程序以及可承受压力范围内脚手架设计规程结合使用,从而扩大到为主要基础设施客户需求提供有限信息的地区。

PAS 8811并未涉及客户、供应商和工程承包商之间的契约责任。如果有相关的标准或行业文件,本PAS参照这些标准或行业文件,但并不全然照搬。

 

Temporary works code of practice is published

BSI, the business standards company has published PAS 8811 Temporary works - Major infrastructure client procedures - Code of practice. PAS 8811 gives recommendations on major infrastructure client procedures for temporary works and temporary conditions of permanent works during construction. It also covers processes, roles, responsibilities and competences, and provides example pro forma documentation.

PAS 8811 was sponsored by High Speed Two (HS2) Limited and the Temporary Works Forum (TWf), and defines major infrastructure client responsibilities with regards to temporary works. It also recommends a common set of procedures for use by UK major infrastructure clients. BSI engaged with a number of construction industry stakeholders to identify areas in which it was felt that the industry could benefit from further standardization.

Procedural controls for temporary works are covered in BS 5975:2008+A1:2011, Section 2 and are widely used across the industry. Whilst this standard provides the basis for contractors’ procedures for temporary works, it does not provide explicit guidance for clients. Consequently, client organizations have tended to develop individual requirements resulting in a variety of approaches which have created confusion and complexity particularly with respect to approval and compliance, with adverse impact on administrative costs and programme.

Ant Burd, Head of the Built Environment sector at BSI, said: “The aim of PAS 8811 is threefold: to establish a unified approach to client involvement in temporary works across all stages; to eliminate unnecessary procedures and conflicts in order to achieve clarity; and to minimize delays during compliance and approvals processes and other necessary procedures.”

PAS 8811 was developed using a consensus-based collaborative approach with input from experts within organizations such as: AECOM, Balfour Beatty plc., Carillion Construction Ltd., CH2M, Costain, Crossrail, Groundforce, Health and Safety Executive, HS2, Highways England, Institution of civil engineers, Kier, London Underground, Morgan Sindall, Mott McDonald, National Access & Scaffolding Confederation (NASC), National Grid, Network Rail, Skanska UK Plc., TWf, Tideway and Tony Gee and Partners.

This PAS complements, and is intended to be used in conjunction with, BS 5975, Code of practice for temporary works procedures and the permissible stress design of falsework, expanding areas where there is limited information provided for major infrastructure client requirements.

PAS 8811 does not cover the contractual responsibilities of clients, suppliers or contractors. Where there are relevant existing standards or industry documents, this PAS refers to these and is not intended to replicate existing material.
